Kindergartens to stop asking for advanced tuition payments
Shenzhen Municipal Education Bureau are asking parents not to pay tuition ahead of time during the fall semester, even if the kindergarten schools ask them. Schools are forbidden to force parents to pay tuition on a per semester basis, the bureau said parents are allowed to choose to pay either monthly or by semester.
The Municipal Education bureau has ordered the schools to stop the practice and return the tuition fees to parents. The bureau also told the schools to discuss or consult with parents any fee hike that the schools are proposing. Also some kindergarten schools were found to have toys unsuitable for children and have questionable accounts, therefore the bureau asked the district education authority to look into these and to supervise improvements before the start of the semester.
The bureau is going to conduct a city wide inspection of kindergartens and will be drawing up a set of regulations to be introduced this year. severe penalties and punishment will be meted out to offending kindergartens caught violating the regulations.
