Shenzhen will be promoting 15 years of compulsory education starting from kindergarten to high school in the year 2015. Currently compulsory education from primary school to junior high consist of nine years. The achieve this goal the city will be building or expanding 11 high schools by 2015, providing 25,000 more school places.

The quality of education and facilities from kindergarten to high schools will be upgraded to meet international standards. Right now colleges, organizations and high technology companies are encouraged to cooperate with high schools to set up social practice base an open special schools for students with special skills. Two overseas universities are to be introduced and to open schools in the city.

In 2009 government spending reached 13.9 billion yuan and the investment would increase about 1.6 billion yuan a year, considering the plans to expand schools, facility upgrades and bringing in high standard teachers.
