More rules to control the use of electric bicycles
New rules are introduce in efforts to ban over powered electric bicycles, this is done to curb traffic violations and an alarming increase in deaths caused by accidents while riding over powered bicycles.
The new rules are based on practices and experiences of other cities in their efforts to control electric bikes on the road.the city have already submitted a review and is awaiting approval. The management of electric bicycles will be tighten by restricting travel to 20 kilometers per hour and bikes should not weigh more than 20 kilos. Although there are no statistics available police noticed an increase in people that were killed in accidents involving electric bicycles. Most of the riders involved fled the accidents since they don’t have licenses and insurance, plus some of the owners are illegally operating electric bicycles as bike taxis which is deemed dangerous by the police. So riders who were injured will not be compensated.
A quality inspection department will monitor standards during the production of bicycles, while market supervision should stop anyone selling bikes illegally. Under Chinese regulations electric bikes are not classified as vehicles since they are not powered by gasoline. This means anyone caught operating illegal taxi services will be punished for violations like carrying of passengers, driving on the wrong side of the road and crossing red lights.
300,000 electric bicycles are running around in the city, and riders are not required to get licenses or to register the bicycles.
