New Labor Regulations on Domestic Helpers
Housekeeping companies are prohibited from hiring employees who are under 16 years of age without official training certificates, identity cards and with contagious diseases. According to a draft regulation on the management of the housekeeping industry released by the Ministry of Commerce for public consultation, housekeeping companies will be subject to penalties if they employ unqualified domestic helpers with fines up to 30,000 yuan (US$4,600).
Wang Xiaoguang, deputy manager of Zixin Housekeeping Co. commented that the 30,000 yuan penalty is just too much, suggesting that 10,000 yuan will be enough as a penalty to the offending companies and explaining that profit margin of the house keeping industry is thin. Also, housekeeping companies are required to have a contract with the domestic helpers and provide insurance for them.
