Shenzhen legal affairs office is now soliciting public opinion on a regulation that will subsidize local residents that are having financial difficulties. Residents holding Shenzhen hukou can apply for a government subsidy, in the form of cash, if their average per capita income per family is below minimum standard of living.
Some special subsidies can be granted for education, employment, medical treatment, legal services and funeral services can also be claimed by hukou holders with average income per capita family income equal or below the minimum cost of living that is set for Shenzhen residents. Some subsidies can also be in the form of food coupons, services or substances. All applications that will be submitted will be reviewed and approved over the Internet.
Other people that are entitled to the subsidies are those who are unemployed but are able to work. They are required to do at least four days of voluntary labor in a month. The subsidies are funded by the city’s social salvation fund and individual donations.
