Proposed Draft to Allow Migrant Workers to Apply for Social Aid
A draft released by the Shenzhen Municipal Civil Affairs Bureau said that migrant workers without permanent Shenzhen residency can now apply for social aid for children’s education, medical treatment, funeral services and legal aid.
In order to qualify for the services applicants must have worked and have paid social insurance for 5 consecutive years and their family capital income must be below the minimum standard. Parents can also apply to get subsidies for tuition fees for pre school, reduction of fees, school uniforms and boarding fees for children in primary and junior high school. Subsidies for tuition, health checks, school uniforms and boarding fees for senior high school.
The proposed draft is also requires beneficiaries enjoying the subsidies to work in non-profit organizations for at least four days each month. The non-profit organization must offer appropriate subsidies for the volunteer work the beneficiaries have rendered. The civil affairs bureau has the right to suspend any subsidies if the said beneficiaries fail in their obligations.
