Committees to Create Company to Control School Buses
A joint conference attended by the Standing Committee of Shenzhen Municipal People’s Congress and the Shenzhen Municipal Public Security Bureau have agreed to create a company that will monopolize the operation of school buses. All buses will be fitted with safety belts and those bus operators and owners that fail the requirements will be fined 5,000 yuan beginning January 1.
The city government will be giving subsidizes to school bus operations and will work out a detailed measure on school bus management after a promulgation of the national bus management rules, which are now open for public opinion.
Two recent bus accidents triggered a fury on the quality of bus management, prompting Premier Wen Jiabao to promise to allocate more government funds that will improve school bus services and to make new rules for school bus management.
Schools in Shenzhen either rent or purchase buses and charge fees to transport students. Other schools and boarding schools rent buses over the weekend to transport students and fees incurred are shared by the parents. As of now there are 3,943 buses either rented or owned by schools that transport 100,000 students.
