City to Adjust Bus Regulations to Align with the New National Regulations
The State Council recently released new national school bus regulations, because of these city officials in Shenzhen are working to align the regulations in Shenzhen along with the State regulations by adjusting minor details on their own regulations that was implemented in 2006.
National regulations are requiring drivers to be licensed in driving bus size vehicles for three years against the Shenzhen regulations that requires driver to have at least five years experience in driving. Several regulations in the new national law are more lenient than regulations in Shenzhen and the national fine is much stricter. Under the national law unlicensed bus drivers and operators caught can be fined up to 20,000 yuan while the maximum fine in Shenzhen is only 10,000 yuan.
Vice director of the legal department of the municipal people’s congress Liu Bo said, that the new regulations are issued by the State Council is considered as an administrative regulations and has higher legal validity that local city regulations therefore these regulations must be followed rather than implementing the ones the city has been using.
