Medical Reform Plans Expands Use of Social Insurance CardsOnce a medical insurance information system is initiated this year, it will allow Shenzhen residents to pay and settle all medical expenses for treatment that they get from other cities within the Guangdong Province using their social insurance cards.

According to a medical reform plan, the medical insurance information system will be shared by all hospitals and features a fund management with instant clearance and control. Under the new system, patients pay can pay directly using their insurance cards in hospitals under the province’s major cities. Soon several more major cities will be added to the system which will eventually lead to a national, unified social insurance card.

Medical subsidies will be given to low income patients who are suffering from serious diseases, people with disabilities and the elderly. Furthermore medical subsidies for non hukou holders will be increased. In line with the system, officials are also planning to provide assistance to several large high end private medical organizations with their local development by giving them preferential policies in terms of land use and financial support.

Hospital markups for basic medicines will be shelved this year, and an electronic monitoring system will be used to supervise the production and use of drugs.
