Regulations to Give Assistance to Residents Hit with Natural Disasters
The city civil affair bureau have drafted a new regulation that give a minimum of 5,000 yuan to families of each victim of future natural disasters. The proposed social assistance regulation is now open for public comments.
Families that will be affected by any natural disaster can apply for basic living subsidy of 20 yuan a day. Natural disasters include severe weather, earthquakes, storms, tsunamis and forest fires. The regulation will also provide social assistance to beggars, vagrants and domestic violence victims. During disasters these government funded shelters will be providing accommodation, food and the necessary medical care that will meet the basic needs of beggars and vagrants under the proposed regulation.
Those seeking government shelter during disasters must cooperate with shelter staff and submit themselves to security checks of their belongings, provide personal information and undergo physical exam.
The regulations will classify beggars and vagrant into four categories namely, people in critical condition, people under 18, people living off begging and people who broke the law. Professional beggars will not be given government shelter assistance.
