City to Impose Stricter Fines Under Newly Drafted Regulation
This amount is almost 10 times the fine for smoking in prohibited place in Guangzhou based on Shenzhen’s new smoking control regulations that was drafted. As of now the draft made by the city’s legal office is awaiting approval from the city government before it will be submitted to local legislature. Under the previous regulation smoking is banned in schools, offices, hospitals, gyms, stadiums, rail stations and taxis.
Individuals caught will be fined a maximum of 500 yuan which is the cost of buying around 50 packs of mid priced cigarettes in China. Owners and operators of places where the violations were made will also be fines of up to 30,000 yuan for failing to impose the regulation and monitoring smokers. The new Guangzhou Smoking Control Regulation states that individual violators will be fined 50 yuan, and on its first day of implementation around forty four smokers were fined.
In 1998, Shenzhen passed the regulation that controls smoking. And based on the regulation, concerned departments must discourage smokers on the first offense then fine them 20 yuan if the refuse to put out their cigarettes. But records have shown that for the past twelve years no one was fined for violating the smoking ban.
