City to Consider Charging Vehicle Emisssion Fees
The Shenzhen Municipal Development and Reform Commission along with Shenzhen officials are considering charging vehicle emission fees. The policy is still under discussion and it is not known when the policy will be implemented. The city has made three plans for the implementation of an emission policy, but several officials said that they still haven’t started any research in the fee charging scheme.
A spokesperson for the commission price management department said that the environmental authority have already asked for a draft policy that outlines fees according to vehicle type and its emission levels in May but the commission have not started any research on the draft stating that levying emission fees is a complicated issue and needs deliberation before work on the policy begins. Furthermore implementation of such policy needs authorization from the central government.
Despite all this the issue has already raised public debates all across China, and some transportation experts have regarded the new emission fees as a repetitive charge which consumers are already applied through taxes and actual emission fees when purchasing a car.
