Customs Administration Released New Measures for Paperless Clearances
The Shenzhen Customs Administration released several measures that will accelerate and expand paperless clearance for export and imports in efforts to reduce enterprises costs while improving inspection efficiency. The administrations piloted the paperless clearance for three selected local enterprise son August and now covers around 15 enterprises.
The paper documents will be gradually be replaced by electronic data which will provide good declarations and clearance. The paperless clearance will be expanded to cover exports of around ten percent enterprises at the AA level of classification. In 2000 the customs administration began classifying enterprises according to their credibility records taking into account whether they followed laws or have a history of smuggling, illegal behaviors or property rights infringement. These enterprises are divided into five categories namely AA, A, B, C and D. Enterprises are divided into five categories — AA, A, B, C and D
The AA level of classification will be given priority clearance in declaration that allows their exports and imports to pass customs with only a slight inspection. The customs administration has canceled the five kinds of fees charged on importers and exporters as of October.
