Hong Kong Residents Invited to Act as Jurors in Planned Qianhai Court
Qianhai is considering inviting resident of Hong Kong to act as juries in its court. Although it’s still in the preparatory stage the move is part of a serried of new practices that is intended to build the 15 square kilometer strip into a special zone for rule of law.
Labeled as the Manhattan in South China, Qianhai will be developed in the span of eight years on reclaimed land into a cooperation zone for modern service industries of Shenzhen and Hong Kong. Residents that is expected to be selected as jurors must have professional legal backgrounds and is willing to participate in trials that results in judgment in line with the legal system of the Chinese mainland while considering Hong Kong laws and social values. There will also be instances that some cases be handled using Hong Kong laws.
Also the Qianhai court will also lead in doing reforms that is related to the professionalization of judges. The Qianhai court will consist of a three tier system including judges, assistant judges and ancillary judicial personnel. Elite judges that have studied overseas will be selected from courts around the city and will be assigned at the Qianhai court were there will be more room for career development and pay increase.
