City to Allot Funds to Support Nonprofit Kindergartens in the City
The city Municipal Government is planning to spend 850 million yuan to support kindergarten education, subsidies for long term childcare workers, support funds and subsidies for nonprofit kindergarten which includes a children development fund.
A surge in demand for nurseries and kindergarten are seen around the city as the population is growing. To meet the needs of these kindergarten children is a task in developing a good early childhood education. Last year, the total number of kindergarten around Shenzhen has reached 1,186 by September with a population age of 316,700 and by the end of the year there were 1,008 kindergartens assessed as standard.
Ninety five percent of these local kindergartens are not funded publicly and in order to bring down the expenses of going to kindergartens, the municipal and district government are subsidizing nonprofit kindergartens of 40,000 yuan per class unit a year.
A municipal government policy states that kindergarten funding will account for more than 5 percent of the city’s total education investments by 2015. Kindergarten expenditures will be included in the municipal budget and special funds will be set up to support training and rewarding of kindergarten staff.
According to city regulations states that children aged 3 to 6 and have Shenzhen hukou along with qualified non hukou children are granted an annual development allowance of 1,500 yuan in which 1,300 yuan is allotted to offset tuition fees while the remaining 200 yuan is for health checkups, toys and books. and to ensure the children to get free checkups of standardized quality a unified standard will be made and specifies the items and expenditures of the checkups.
