City to Implement New Rules For Dump Trucks and Drivers
Shenzhen will start implementing its new rules for dump trucks and drivers yesterday as the first batch of truck and driver passed assessments by the transport, police, urban management and construction authorities for the two licenses two certificates rule, an effort that the city hopes can help manage dump trucks.
Furthermore to obtain a dump truck registration and driver’s license that is issued by the national authorities, dump truck drivers must display a plate that have a unique file number and they should also obtain a qualification certificate, which are verified and filed by the Shenzhen transport commission before they are allowed on roads. These new plates and qualification certificates will help authorities resolve dump truck violations at the source.
Drivers are required to have three years of experience in driving heavy duty vehicles and must pass training given the city’s dump truck association before they get a qualified certificate. Authorities will begin inspecting dump trucks based on the new rules and drivers without the two plates and two certificates will be penalized. Transportation companies and construction sites will be held responsible for hiring drivers without the two licenses and certificates.
Under the new regulations, trucks and its driver caught will get marks on their records of making three violations or causing one accident in one year. Violations will range from overloading, running red lights, U-turns, speeding, illegally changing lanes, covering plates and not using enlarged plates.
