Persuading Smokers to Stop is First Method to be Used by Law Enforcers
Persuading people to stop smoking will be the primary method that law enforcers will be using to prevent people from smoking in non smoking public places which will take effect in March 1 after Shenzhen revised its smoking control regulations. Individual smokers will be pulled aside to be talked with and be issued a warning. Operators and administrators of public places that fail to enforce the smoking measures will be ordered to make improvements.
Then after a week, enforcers will be launching special campaigns that will fine violators starting March 8 to 14, April 14 to 20 and May 19 to 25. Operators and administrators will be fined 30,000 yuan if they fail to ban smoking in their area of responsibility based on the new regulations. Individual smokers will be fined 50 yuan. Non smoking locations include public transportation, indoor public workplaces, medical institutions and schools.
Normal enforcement of the smoking regulations will start on June 1 and based on the city’s health, population and family planning commission, there will be seven government departments that will handle the enforcement. Also a 450 member law enforcement team is recruited to work with the other departments to improve the regulations better.
