Vehicle Ban to be Based on Odd and Even License Plates
Guangzhou will be implementing an odd and even ban on vehicles especially on heavily polluted days. The air pollution emergency response plan stipulates that cars which will include registered outside Guangzhou will be banned from roads in Guangdong on alternating days.
The ban implemented depending on their license plate number if its odd or even once the red alert is in effect. The red alert is considered as the highest level of air pollution warning that will be issued when the air quality index will exceed 300 in 48 hours then a grade 1 emergency response level will be initiated. The public will be notified through the official government microblog, media outlets and text messages.
Emergency vehicles such as police cars, ambulances, school and public buses and emergency repair vehicles will not be included in the ban. Furthermore other places in the country and provinces have already introduced the odd and even license plates restrictions especially during heavily polluted days.
