City’s Implementation of Relaxed Child Policy Remains Uncertain
Shenzhen authorities reminds couples to hold on the plans on having a second pregnancy of having a second child, before the city even implements that national relaxation of the one child policy. Shenzhen will be following the Guangdong Provincial Government plans on the implementation of the relaxed child policy. As of the moment there is no time table set for when the policy will be implemented.
The child policy resolution was adopted by the Central Government last December 2013 and has allowed couples to have another child providing that either parent is an only child. Several provinces and cities such as Beijing and Shanghai have already localized the policy and Guangdong was not included on the first group of cities are were slated to implement the child policy. The new policy relaxation in these cities is encouraging women who are older than 35 and are eager to have another child. Some of these women are expecting legal births for their child as long as the child is born after the implementation of the child policy even though these women might not be able to acquire birth permissions with their pregnancy.
Eligible couples that are qualified to have another child are asked to acquire a birth permission before pregnancy or else the pregnancy will be regarded as a violation to the current birth control policy. Local city officials have also informed couples that they have not receive any updates on birth permissions after pregnancy.
While the Guangdong Provincial Government have already submitted their request for the approval in implementing the child policy to the national authorities no detailed methods have been announced beforehand. Previously the Shenzhen health and family planning commission stated that the city is likely to follow the provincial government’s plan on reforms of the one child policy, meaning that the city might not loosen the policy in the first half of this year.
