Threshold for Residency Card Application to be Increased
City officials are planning to raise the threshold for resident card applications along with benefits. based on a drafted regulation on residence card management that is open for public comment says that those who have stable work for more than 12 months and have registered at a local home for more than 12 months and paid insurance for more than 12 months also are now eligible to apply for residency cards.
These cardholders can now apply for government subsidized housing rental, medical insurance and other rental subsidies for their children plus nursing services for parents and elderly relatives. Children of these cardholders who are attending kindergarten can now avail health subsidies and social aid fund as well. Furthermore they can also apply for nine years of compulsory education as they hold hukou registration cards. These children can take National College Entrance Examinations with having to go back to their hometown, they can also apply for Shenzhen hukou once their accumulated credit points will pass requirements.
The city is also planning to create a legislation to look over the management of these residency cards, and homeowners will be obligated to register their tenants’ information. Failing to do so can result in fines of up to 500 yuan per tenant.
In 2008, the city started its residence card system which replacing its decade old temporary residence card system and since then the city have issued more than 20 million new residency cards.
