Fujian Relaxes Policy for Couples Applying for Birth Approval
Couples living in Fujian province will no longer be required to apply for a birth approval certificate when planning to have a first child, plus they can get a certificate for a second child by handing in a guarantee that will confirm that they are eligible to have another child based on the province health and family planning commission. The couple only have to provide their marriage certificate and identification cards to register for the birth if their first child.
Couples planning to have a second child, and if the situation of the birth if their first child is difficult to verify, or when the husband or wife comes from different cities or regions, they need to provide hukou, identification cards and marriage certificate together with a written document making it clear that they are entitled to have another child. Before the policy adjustment, couples need to apply for a birth approval certificate a process that can take a few days of investigation and background checks by employers and the local government.
The Standing Committee of the National People’s Congress has endorsed the two child policy in 2013 which allowed couples to have a second child if either parent is proven to be a only child. While Fujian relaxed their one child policy just last year.
