China’s Rural Community to get Better Services for Greater Stability
China will be pushing for greater stability and better public services at rural regions in efforts to shore up lagging civil service and advance urban rural integration. Based on a guidance document on advance in rural community establishment that was co issued by the general offices of the Communist Party of China Central Committee and the State Council Party and government authorities are asking provincial governments to pilot rural communities at selected villages in order to accommodate any profound changes in the rural area such as migrant population and demographic changes.
The establishment of rural communities is the key to consolidate grassroots level government and the Party rule. Particularly local governments must explore different ways to standardize and institutionalize democratic consultations at rural communities while continuing self governance at village levels to provide better public services to left behind women, children and the elderly. Local authorities are asked to provide better legal aid in rural areas, to help settle local disputes, carry out law education, and enhance rural policing in order to improve rural governance and the rule of law.
Public services must be improved and more people must be encouraged to join and participate on volunteer services adding that the social core values should be promoted at grassroots level while frugality and environment protection awareness should be strengthened.
